In the 22nd century, the Queen of the Altesian Gypsys began to claim that something was watching her during her fortune telling sessions. She eventually designed and implemented the Observer card to prove her hunch. Reports of the design reached the END who stepped in and attempted to remove it from her deck. This is regarded as one of the few failures of the department since their intervention directly led to the Altesian Uprising and the card can still be found in decks to this day.
